3.3 Top immersion and story mods (post-2.0 compatible)

3.5 Phantom Liberty — when to start it
Section titled “3.5 Phantom Liberty — when to start it”Strong community consensus favours starting Phantom Liberty late, not early [S13, S14, S15]:
- Unlock condition: PL becomes available after completing the Voodoo Boys’ “Transmission” quest in Act 2.
- Optimal narrative approach: Delay the Voodoo Boys questline until you have exhausted the main story options and most side content. Then trigger PL as V’s last-resort gamble — right before the “Nocturne Op55N1” point-of-no-return.
- Why late works: This frames Phantom Liberty as an extended Act 3 replacement rather than a gear-farm detour. The emotional weight of the sacrifice is maximised.
- Side quest synergy: Completing base-game character arcs (Panam, Judy, River, Kerry) before entering Dogtown unlocks additional dialogue and cameos inside PL missions.
